Gradually, innovation can influence the future of the important trends in the global economy, and countries began to pay attention to the development of city. But according to the theory of innovation among countries in the world, dimension evaluation criteria, degree of innovation of the calculation method, evaluation, institutional systems and management strategies are different, resulting in the absence of a uniform standard measure different regions, it is not accurate compare the differences between the two places. This study reviews the GII literature, explores innovative environmental assessment indicators, and uses a two-stage expert questionnaire to establish an assessment hierarchy. The first stage uses the Delphi Method (DM) expert questionnaire to confirm the initial indicators, the second stage and then AHP (Analytic Hierarchy Process, AHP) expert questionnaire to complete the expert opinion, to obtain the overall structure of the weight value and assessment Index of the order. The results of the study include: 1. To establish a complete evaluation system with six assessment facets and twenty-two indicators; 2. According to the comprehensive view of all experts, the six major assessment priorities and weights are the first "innovation market Maturity of 0.236, "human capital" of 0.193, "rule system" of 0.158, "business environment maturity" of 0.149, "infrastructure" of 0.133, and "knowledge and technology output" of 0.130; The number of experts' opinions and the top five indicators, according to the weight order (from large to small) as "R & D expenditure accounted for", "new funds to obtain difficulty", "patent application", " New funds to achieve diversification. " Based on the above said, to the point of view of experts, to assess the urban environment for innovation must give priority to investment in research and development, pay attention to a patented, multi-degree of difficulty with the way the funds obtained, as well as regulatory policies and subsidy law. This study has been to construct a set of environmental indicators to assess the architecture of urban innovation, hoping to help entrepreneurs and related companies as a reference.
