However, since scaffold is a temporary structure, thus it may not have much attention on construction sites. In addition, there’re various types and corresponding elements of scaffold (door-typed scaffolding, tubular steel scaffolds, heavy supporting scaffold), and the material quality and joining technique would also influence the bulk structural strength after completing the assembly. Currently, when assembling scaffold on construction sites in Taiwan, mostly it will depend on workers’ experiences without structure examination and calculation which shall be executed by professional engineers; therefore, the durability and safety of scaffold cannot be controlled exactly. Moreover, in order to reduce costs, domestic scaffold manufacturers may produce the steel tubes that are mostly incompatible with standard specifications of tube diameters and thickness, as well as with poor producing technique, unfamiliar assembly technique or lack or maintenance capability, whether or not the load-bearing capacity of steel tubes can match the designed values, and also seriously affect construction personnel’s life and safety. Over the years the statistical data of scaffold occupational accidents showed that the falling accident occupied high proportion of scaffold-related occupational accidents due to those main causes, including the improper assembly and disassembly scaffold, unfilled work platform, lack of protection handrail and insufficient protection between scaffold and structure. Causes of those occupational accidents can be mainly concluded to the workers’ unsafe behaviors and the incorrect construction safety principle deeply rooted, in order to seek a rapid and convenient construction, as well as the confidence to ignore potential risk, they usually regarded safety as the secondary requirement. For solving the scaffold occupational accidents, Ministry of Labor has prompted the safety of scaffold working technique in recent years, but the overall implementation rate in the market is still low, and vendors and labors have low acceptance due to the excuses of unclear specific practice and time consuming. This Study designed the questionnaire after paid in-situ visits with focusing on scaffold workers and used these collected statistical analysis data, along with demonstration of standard scaffolding and improved scaffolding of heavy supporting scaffold, as well as positive encouragement to promote the safety working technique and specific measure of scaffold for building the certification system for safety working technique. Research results can be references to the scaffold and supporting scaffold vendors, and can be used as a standard specification of scaffolding, and then gradually promoted to other vendors of industries to achieve the goal of positive encouragement, which will make all industries to use the standard scaffolding technique and pay much attention to construction safety. By means of the promotion for the scaffold safety working technique of joining, it can lead and correct workers’ behaviors and blend the concept of construction safety into the scaffolding works, and with its imperceptible influence to make workers to agree with the importance of safe behavior.
