By the time of the Zhou Dynasty, household registration system was already formed. In 1895, as a result of the Treaty of Shimonoseki after the Sino-Japanese War, Japanese occupied Taiwan and the Penghu Islands. During the Japanese-Occupied Period, the population registration and account management system, as tools of social control, greatly enhance in Taiwan. Nowadays, the "Household Registration and Conscription Information System" has developed a network all over Taiwan, which also provides convenient services to the public. The purpose of this study is to investigate the influence of service provided on the ‘Household Registration and Conscription Information System’ to the police, firefighters, and household registration personnel. In the study, in-depth interview and questionnaire survey are the main methods applied. Data analysis includes correlation analysis by the commercial software program SPSS. The results show that the service of household registration provided has a significant effect on public sector efficiency. For instance, the Crime rate should increase but the crime rate should decrease to the police; the efficiency of disaster rescue, such as in the Meinong District, should develop. To the household registration personnel, Household Registration and Conscription Information System make the service simple and convenient.
