Literature analysis and interviews were used in this study. The total interviewee is ten persons.

Second, monitoring plan formulation and implementation of technical difficulties in the face of the field problem. Third, monitoring project information management. Fourth, the plight of policy orientation; (d) the practitioner commissioned industrial hygiene technicians involved in the adequacy of the members of the panel which based on the total number of business units, a number of chemical hazards and special health hazards job to define whether forced by a certified industrial hygiene technician. The legislative basis of participation in the co-signatures and the evaluation of monitoring panels are not very appropriate. According to the finding of study, we make forward four research proposals as a reference:(a)construction of a professional core functions;(b)to give a clear positioningas a third party impartial role in mining hygienists;(c) the effective implementation and operation of the plight in environmental monitoring plan;(d)the consideration of revised the setting numbers.
