After review of the literature, the study and research related to the purpose of the study and production interview outline, the use of semi-structured in-depth interviews to collect research materials, invited the willingness of six existing Maritime Patrol Directorate General staff group, and the ground theory of qualitative research for data is summarized, analyzed, integrated into certain categories or themes, and then through continuous and more case data collected in order to obtain saturation of the theory, and a rooted in the field of information theory, the conclusions of this study are as follows:
First, marine special staff are satisfied with "work self-affirmation" and are moderate satisfied with the "working system". They are satisfied with the "interpersonal relationship". The satisfaction of the "organizational atmosphere" is low, and the administrative reward and promotion system have no mediating effect on job satisfaction.
Second, organizational commitment " Value commitment, Affective commitment", " Effort commitment " is high; " Continuance commitment", " Retention commitment, Normative commitment " is medium; Treatment and Pensions have no mediating effect on " Continuance commitment".
Third, The "self-affirmation", "work system", "interpersonal relationship" and "organizational atmosphere" and "organizational commitment", " Value commitment, Affective commitment ", " Effort commitment ", "ontinuance commitment" , " Retention commitment, Normative commitment" is related.
Fourth, According to the findings of the study to make recommendations for the relevant special staff or special service units and their authorities for reference.
