Summary:碩士 === 元智大學 === 資訊管理學系 === 104 === In recent years, the government actively uses information technology to offer the public variety of convenient services, and hoping to enhance the quality and efficiency of the services. However, once the important systems do not work appropriately, it may cause inconvenience to the people and influence the interests of the people, and it is easy to become the spotlight of the media and the public. This case is considered as a success story of building important information service system of the government by the community, and the authorities were also invited to share the experiences of how they made the great achievement by the Government IT Acquisition Advisory & Service Team (NICI PMO). As a result, the goal of this study is to collect and share the building courses and critical success factors of the case. This study shows that some of the critical success factors in this case listed below are lacked by most government agencies when building important information systems, so the following points are worthy of being discussed: 1.The purpose of building information systems for the government is quite different from the company. For the company it is to increase revenues, but for the government is to increase service efficiency and improve satisfaction of administrative implementations. In Yao-Chang Kuo’s opinion (1999), the services of the government usually have extensive influence and importance. Therefore, information systems should have a strict test before running on the internet to prevent system crash, which may bring criticism and influence the image and satisfaction of administrative implementations of the government. 2.In a project, the planning of the strategy is very important. Taking this case for example, it knows well the thoughts of the media and the public, so it can prevent much attention. Besides, it also has an effective response plan, and it establishes risk management and crisis management mechanisms. 3.Today, government almost outsources all IT businesses, and many IT staff only take care of purchasing and contract management instead of developing information systems. However, contract management usually cares about whether jobs and documents delivery are completed on time or not, and system tests are aimed at only functional phase. They don’t have professional techniques and tools to supervise and control the system’s quality, so they could ask the Independent Verification and Validation institution for help. The above are some recommendations proposed in this study, hoping that it could be useful for promoting government important information systems in the future.
