The phenomenon results in the government is not taking in enough money to cover the service it provides , the system of dentist total payment has implemented in 1998.
The reimbursement of the payment from National Health Insurance makes the revenue of clinics become lower , but as the patients' pay more attention on dental medical , the new material , new skills and new equipment make clinics' business expense higher increasingly , and that impacts the dentist's profit , making traditional dental clinic's operation full of variability and difficulties.
