Only article 33 and article 34 is mentioned must be hold a Public hearing in the Cultural Heritage Preservation Act Other unspecified. Administration decided to hold a meeting or not. The Public hearing doesn't have rules of procedure. It’s seem doesn’t public. Due to the process of Cultural Heritage Review Conference is lack of public participation mechanism therefore people disapproved of the results of the conference. Change the Cultural Heritage Preservation Act. to avoid similar regret continue to occur. Based on the view of the public discourse, this thesis observed the event of Taichung railway staff dormitory preservation . Discussion of the Cultural Heritage Preservation Act is lack of public participation mechanism. The Cultural Heritage Preservation Act should be amended. The process of Cultural Heritage Review Conference should be add to hold a public hearing and public exhibition. By means of public participation mechanism, people communication action helps form public discourse. Make cultural heritage preservation have justifiability and achieve people's expectation.
