Based on the view of the public discourse, this thesis observed the event of Taichung railway staff dormitory preservation . Discussion of the Cultural Heritage Preservation Act is lack of public participation mechanism. The Cultural Heritage Preservation Act should be amended. The process of Cultural Heritage Review Conference should be add to hold a public hearing and public exhibition. By means of public participation mechanism, people communication action helps form public discourse. Make cultural heritage preservation have justifiability and achieve people's expectation.
