Construction and Planning Agency in 2012 began to execute the Implementation Measures. But there was not yet received any application case until now. Housing Performance Assessment System in Taiwan still valued even Housing quality were often criticized. Implementation approach indeed can be proposed, therefore, this study firstly investigated Public understanding of the current implementation system And Survey to assess whether the project that is important or not of the Public opinion.
In this study, through aggregated housing performance assessment system from other countries such as Japan, UK, USA, and China furthermore to refer the housing performance certification for learn more projects. While viewing the residential performance issues in Taiwan and reference foreign assessment projects to establish expert questionnaire (including construction servant, professional technicians, government agencies and academic scholars). With experts opinion survey to select what’s more important required inspection items. And then build public investigate questionnaire to seek public views, awareness and acceptance of the importance on the Housing Performance Assessment. The subsequent explore ways to strengthen the promotion and increase government incentives or supporting measures. In this way we hope to increase the people’s understanding and application will of housing performance assessment system in Taiwan.
Finally, we discuss implementation "Housing Performance Assessment System" necessary complementary measures, respectively to perform public authority, housing warranty period and dispute handling mechanism , the three directions to be explored. Investigation inquiry were public and expert views on the implementation of the complementary measures. To increase public awareness and acceptance for housing and Performance Assessment System , build consensus and suppliers of housing consumers in order to implement our house performance assessment system.
