The results of this study found that comprehensive comparison of quantitative research and qualitative research, quantitative research of the highest scoring of the three cases, the priority sequence of its decision-making criteria and qualitative results similar high; the lowest score of the two cases, and its decision-making criteria qualitative research results are very different, showing qualitative research and quantitative research results have correspondence, should be used as guidelines for future irrigation channel construction decisions based on the reference. The decision criteria in order of priority, the study recommended that in order to "Elevation" treated as the highest priority, followed by a serious lack of work to solve the problem, once again deal with a natural disaster, followed by sequential order of priority is the traffic problem, rush plan, resolve minor labor shortage, land use coordination, facilities migration, across town, human factors.
