Therefore, reading abilities are related to not only students’ learning efficiency and expression but also the competitiveness. The promotion of the reading is an important topic and a long-term investment for a country as well. To smoothly advance 12-year Compulsory Education, the Ministry of Education continues to advocate a series of activities of reading cultivation; one of them, the morning reading, extends from elementary schools to junior high schools. Elementary schools and junior high schools in Miaoli were the first to practice the project of “Ten Minutes’ Morning Reading.” Inspired by merits of the morning reading, if the key factors could be held, we could successfully gain a distinct direction and make the morning reading more efficient. The subject of the study was one junior high school in Miaoli county. The data of the study were arranged with the collection of documents, experts’ opinions, and questionnaires completed by the teachers affecting the morning reading. The sample was analyzed through the analytic hierarchy process(AHP), and the related impact factors were induced; with the foundation of that, three different types of plans for the morning reading were evaluated. The result of the study shows that the type of the morning reading, “at least one day a week,” would be the most suitable for Jaunan Junior High School in Miaoli. This study not only concludes the key factor in the promotion of the morning reading for the junior high school teachers but also provides some suggestions of the common reading schemes for teachers to promote the morning reading.
