The public have more and more needs for higher education and stakeholders have more and more expectations for performance liability. The university has played a vey important role in the dissemination of knowledge for a long time, but, now that the society has undergone tremendous changes, the university also has to change, starting from executives, to adopt a new strategic managing philosophy and to work on the reshuffle of assets. In response to the needs of knowledge-based economy and the emphases on innovations and businesses startups, the university has to adjust its structures and functions, initiating the results of academic researches for the needs of businesses and industries. It takes the interaction and cooperation of the university, the industry and the government to combine the resources to innovate, modify and implement the overall strategy in terms of sustainable development. Based on the literatures found, many of the universities domestic and abroad have started promoting the idea of a startup higher education and have also achieved in many ways. Taking the triple spiral model of industry, government and higher education as a methodology and a theoretical tool, this study aims to research into the feasibility of private colleges and/or universities trying to develop into startup colleges and/or universities. With the strategic references from colleges/universities that have changed to startup colleges/universities, the research is thus directed into the study of the feasibility of a technological university of the kind, referred to as ‘V-university’ here. My conclusions are: 1. According to the research, the four vital dimensions the university has to undertake, in priority order, are: Technological innovation, value-creating, startup investment and derivative startups. 2. The weights of the above-mentioned dimensions are: Technological innovation (38%), value-creating (30%), startup investment (18%) and derivative startups (14%).
