The correction authority promotes a new human right education policy for protecting inmate human rights. In this study, by using literature review and interviewing methods, and based on the theory of communication execution policy addressed by George Edwards C.Ⅲ, analysis fours variables─ communication, resource, disposition and bureaucratic structure, to understand the level of promotion of human rights education policy in there agencies. The main conclusions of this study are as follows: (1)Communication: Problems due to hasty implementation of the policy, insufficient time period for the planning, and the inefficient communication lead to distrust of seeded- teachers on the policy implementation. Future improvement should be applied timely to strengthen communication mechanisms. Future improvement should handle more policy accountability timely, reinforcement prior communication mechanism, establishment of assessment indicators, in order to strengthen the implementation of policy determination. (2)Resources: Seeded-teacher human resource requires long-term training. The problems of limited information network for teaching resources and inadequate teaching equipment in correction facilities need to be overcame. Future improvements should establish a more openness and innovative environment for recruitment training as well as build better teaching resources networks. (3)Disposition: The increase of willingness of seeded-teachers’participation, administrative support, and the selection of high motivated staff, are significant factors to ensure the policy implementation. Future improvement should include administrative reward incentives though such as teaching demonstrations and administrative performance incentives to encourage administrators and staff on policy implementation. (4)Bureaucratic structure: Through strategic reconstruction, authorities can help correction agencies enhance their policy implementablity efficiency and promote teaching effect of seeded-teachers. However, it is difficult to perform. Future improvement should revise human rights education relevant regulations in order to empower seeded-teachers with teaching flexibility.
