In addition, typhoons also bring serious disasters due to special geographic position. Therefore, how to prevent nature disaster is an important education task in Taiwan, especially in elementary schools. In K-12 educational curriculum outlines, cultivating practical abilities is core educational target. Inquiry-based learning is appropriately used for attaining the aforementioned educational purpose. Nevertheless, in authentic teaching context, mere knowledge of disaster prevention is imparted for the learners by traditional teaching method, attitudes and skills of disaster prevention are often neglected. Insufficient literacy of disaster prevention and lack of construction opportunity make the learners unable to apply their knowledge on solving the practical problems. As a result, the main purpose of this study is to investigate the effect of learning achievement and problem-solving abilities by applying the WebQuest strategy on learning activity of disaster prevention. This study adopted quasi-experiment design for conducting a learning experiment. The subjects are 130 fifth grade students in Taipei city. They were divided into experimental group (n=80) and control group (n=50). The experimental group accepted WebQuest strategy for learning literacy of disaster prevention while the control group accepted traditional teaching method for learning the same content. The experiment lasted for two weeks with 2 hours per week. The subjected were asked to take the test of literacy of disaster prevention and problem-solving abilities inventory. The findings reveal that (1) The experimental group significantly perform better than the control group on knowledge and attitudes of disaster prevention; The high achievement of experimental group significantly perform better than the control group on typhoon facet of knowledge of disaster prevention merely; The middle achievement of experimental group significantly perform better than the control group on overall knowledge of disaster prevention; The low achievement students of experimental group attained significant promotion on literacy of disaster prevention including knowledge, attitudes, and skills; (2) In problem-solving abilities, the scores of experimental group are significantly better than those of control group on facet of attitude of problem-solving; (3) The experimental group showed highly positive attitudes toward the learning activity with WebQuest strategy.
