碩士 === 臺北市立大學 === 國民小學教師在職進修公民與社會教學碩士學位班 === 104 === Residential demands soar day by day as a result of people’s inclination to live in the developed industrial and commercial regions. As a consequence, the phenomenon that demands exceed supply prevailing and the young have to bear the burden that the salary cannot overtake the house prices, which leads to the first popular discontent among the society. Therefore, the housing matter has become the top priority of the Taiwan government in people’s livelihood construction. This paper studies on the housing policies of New Taipei, aiming at discussing the history and development processes of its housing policies. The policies vary with social transition, population growth and environmental changes in urban areas. Therefore, this thesis analyzes the social housing policies from government-directed era to modern times and the thinking changes during this period by “incremental decision making model”; besides, reflect on whether these thinking changes can meet the needs of social development in different periods and further inspect whether the local authorities take the urban planning into full consideration, in order to realize social living demands and at the same time meet the social expectations, which finally lead to an win-win result. To put the policies—“Offer Residential Assistance, Adjust Residential Supply-demand, Improve Housing Market ”into practice and in respond to the residential demands of non-governmental organizations, New Taipei put forward the policies and solutions based on the housing issues, while the policy effectiveness remains to be seen, which is attractive to all fields of the society in practical results of adolescent residential program that New Taipei City is promoting, for this is expected to be an important reference for the promotion of social residential policies in other counties and cities.
