Related to community safety and management mechanisms operate and most of the people closely linked to is based on community safety issues is widely recognized by the general public attention and concern, and form of government departments have to pay attention to areas of public policy. This study hopes to present the police working environment become more and more difficult, plus police officers a lot of retirement, resulting in Security window period, expected with participation of community capacity for self-government and community residents to make up for the shortage of policemen, achieve the purpose of community safety.
