However, because Taiwan is a line of the island countries, shipping boom, their raw material imports for a long time. Therefore, in order to maintain economic order, homeland security, public interest, and set a number of control measures to regulate economic activity of people. And because the domestic economy has developed rapidly, and social patterns change history from agriculture into industry and commerce services, and after joining the WTO, along with the related changes in import tariffs on raw materials, from its previous smuggling raw materials such as food raw materials and textiles into smuggling of cigarettes alcohol and animal products, agricultural products, such as narcotics and firearms. Its smuggled in containers, or fishing boats from smuggling. Smuggling is one of the economic crime, belonging to the ring in one of the underground economy, given this study engaged in preventing smuggling of live animals on the front lines who met difficulties in the investigation. Therefore, this research use provided by domestic authorities data collection and analysis, the research summary-judgment of the Court of Justice jurisprudence data retrieval system queries, collecting 22 judgment of the District Court of smuggling live animals. As well as the coast guard meeting the Executive Yuan Department and the Agriculture Department's animal and plant quarantine Bureau collected cases of the smuggling of live animals over the statistical report summarized and analyzed. Through this study you can investigate, domestic smuggling crime patterns, the type and proportion of smuggling of live animals, and learn from the related cases seizing, arresting officers on the front lines really have encountered domestic laws currently do not meet the current provisions of the punishment of smuggling live animals, to provide relevant data to facilitate subsequent domestic related ordinances when amendments were and suggestions for follow-up research.
