The new types of travel include light travel, little travel and slow travel. Through them, people can deepen their impressions and have different feeling when travelling. The point of the light travel is to simplify the route, baggage and burden. Light travel is a kind of short-time travel. It, which people can enjoy the travel within one or two days, is adapted to the modern busy society. To travel light in small towns, small and low-carbon bicycles become more suitable vehicles. Taking Puli, an agricultural town, as a case, this study tries to discuss the development process of travelling light by bicycle in small towns. It is started with an in-depth interview with a shopkeeper of the bicycle rental and then with the concerned people of the light travel. The finding is that there are three important elements when travelling light by bicycle in small towns: 1. The core elements are shopkeepers of bicycle rentals, local tourism resources, and tour guides. 2. The fitting element is the cooperation with public sectors, civil groups such as visitors association and community groups, and travel agencies. 3. The auxiliary elements are accommodations, marketings and activity organizations. Though the case of Puli may not be suitable for all the situations, this study could give references to the small towns which is developed by light travel.
