However, this approach does not look into the efficiency of all the units and the average of the generation of Ta-Shan units. These two factors and the usage of diesel fuel for Shia-Shing units may cause the high operation cost in Kinmen. The economic dispatch this study proposed is based on the Kinmen dispatching criterion, and then the units that are going to be online and their outputs are decided by the efficiency of units and sorted table algorithm. The process also combines the load flow analysis and the calculation of penalty factor, the latter enabling the total units’ output to fulfill the system load and transmission loss. The benefit of the novel criterion is predicted to lower the operation cost and carbon emission.
