Due to emission reduction for mitigated global warming, the Executive Yuan enacted the Countermeasures against emission for energy saving at central agencies and schools in 2009.The Public Agency and Schools’ Energy Saving Drive on Electricity, Fuel, Water and Paper.Project initiated and enacted lately has new energy-saving objectives. Electricity saving is 70% to the total, so the first task for achieving 4 Savings objectives is to cut power consumption. Normally, the air conditioning system expenditures rank the top of the electricity bill at respective central agencies and schools where the most electricity is consumed by the chiller machines unit, so the objective can be achieved sooner through cutting power consumed by the a chiller machines unit. The means include but not limited to a rise of water temperature coming out of the chiller unit, advanced efficiency of the cooling system and enhanced hardware overhaul (maintenance and repair). The best way to cut power consumption the most is to replace a used inefficient chiller unit with a new one for fully improving the efficiency. The point is that it is impossible for each agency or school to gauge its own operating efficiency of the chiller machines unit under common devices since such gauge must be done with special instruments. The electricity saving plan of the Bureau of Energy, Ministry of Economic Affairs and the Department of Environmental Protection, Taipei City Government helps central agencies and schools with low energy-saving effects and with long operating hours of the chiller machines units gauge the efficiency thereof. The objective of energy saving is obtained by the budget listed for those with low efficiencies via gauges for replacement. The author proposes the references to the central agencies and schools with the similar status under the outcomes of the efficiency and year limits of recycling via gauging the chiller machines units of 50 central agencies and schools over 3 years with the factors including regions, type of user, type of machine and years in use for obtainment of energy saving and emission reduction under chiller machines units replaced.
