As time went by, young people originally living here moved away one after another because of their need of education or work, leaving the elders home alone. Moreover, because Taiwan has entered an aging society in recent years, not only have the elders’ housing issues been concerned about, but the aging condition in this place has become people’s focus. However, it is such a big problem that current living space may not fulfill such kind of demand, and purchasing a new house has also become a heavy economic burden on the shoulders of the original residents. In fact, the elder people living on a higher floor step up and down the stairs in a very difficult way because of their aging bodies as well as their illnesses. How to reduce these problems becomes the essential target of our government policies. The concepts of urban renewal, renovation, and maintenance subsidy for elevator constructions or old building improvements are feasible solutions. The research looks into the origins of four- and five-stories traditional congregate housing in urban through literature review. Also, it applies the empirical approach to the survey of old apartments in New Taipei City, and based on the current regulations to analyze the location and directions of home base, the size and location of reserved legal space, the reserved clear width of original staircase, the clear width of entrance of emergency shelter, current status and functions of building, location selection of elevator, communication with the residents in the apartments, distribution ratio of self-raised funds, and so on. The research discovered that the major issue consists of two dimensions: (1) the reserved legal location and space, and the clear width of original staircase stated in the building use permit for installing additional elevator do not meet the current regulations, and (2) the support of land owners and building owners are key to smooth promotion of building renovation. The research concludes with two recommendations: (1) The current construction regulations should open wider the clear width of entrance of emergency shelter for installing additional elevator in such kind of buildings, and (2) When trying to win the consent of building renovation households, people in charge should take into consideration the right of the first-floor households. If people can seek elected representatives to invite all specific unit owners, residents, professionals, and architects, to coordinate and negotiate with these specific unit owners with patience and to obtain the consent rights of all building renovation households, the likelihood of building renovations success will be raised accordingly.
