In 1997, Taiwan introduced the 4-in-1 recycling scheme and established the Recycling Management Fund to coordinate the public, the recycling business and the local governments to implement recycling, to reduce waste volume, and to encourage public participation. To promote waste recovery and recycling, Taiwan have upgraded relevant laws and regulations incorporating green design, green production, green consumption, source reduction, recycling, reuse and recycling, etc., and then overall waste recycling rate was increaded significantly. However, there are conflicts between the strategies of waste management and recycling of renewable resources such that the further exploration to resource recycling of waste-related mechanism is necessary for industries to solve resource recycling problems. This study analyzes the international and domestic researches of source management, extended producer responsibility, resource recycling, cradle-to-cradle, sustainable materials management, and circular economy concept, and their relavant laws, regulations, and legislative model, using the SWOT (Strengths-weaknesses-opportunities-threat) analysis and advising resources circulation policies, legistative system, and an operating mechanism for the overall waste management plan for the future. Waste prevention and reduction, recycling and final disposal of non-continuous process are different stages of the life-cycle management of resource. For the sustainable recycling of resources, the public sectors should consider changing the traditional economic model of social development and environmental management. This study recommends "resource management point of view", "sustainable materials management", "zero waste", and the new trend of "circular economy" to build the policy and legistative system for waste and resource recycling, to promote the efficient use of resources and reduce the negative environmental impact, towards sustainable recycling-based society .
