The government continually updated Occupational Health and Safety Act and regulations, and the Labour Ministry keep promoting Taiwan Occupational Health and Safety Management System. Under this circumstance, current organization does establish own health and safety management measures which are suitable for its size and its nature. However, according to the decade data of 2016 Labor Ministry, Taiwan’s Major Occupational Accidents since 2004 to 2014 shows that the incindent and accident rate is decending, the situation seems gradually approved but started from 2010 the rate is gradually rising, indicating that there is still need for reinforcement of the local health and safety management measures. Thus, the present study will examine the important factors should be considered in occupational health and safety management at the organization early development stage when starting to build the system. So that the management of occupational safety and health can take forward to a safer level and assist all construction workers and safety and health staff to have a guideline of respect, also to take advantage of their professional competence then implement in correct ways, and altimately to improve the overall safety and health management environment in the future. The case company shows its actual implementation in risk assessment and constructoin management and the other perspectives of the occupational health and safety management system, the study will confirm and verify the anaylizing result of those key success factors in builidig the management system whether it reflect to the company’s actual implementation. This study applies a two-stage survey. The first stage survey investigated industry, governmenor, and educational experts, through the Delphi method to excerpt the Questionnaire topics and to filter the key factors referred as assessment criterias; the second stage questionnaire is aim to general construction industry staffs. The questionnaire content includes 6 phases: Organizational resources, the occupational safety and health system establishment, risk identification and assessment, construction and operating procedures, safety culture, and database operations. Using AHP method to result that the relative important criterias of occupational safety and health system needs to be considered during the initial process of establishment, infer the current management of case company totally complied with the key success factors and continously progress. The case also provides a valuable reference for the construction industry and public construction projects managers to effectively supervise on the hazard and risk reduction and occupational health and safety management control. This research results indicated three important consideration factors remain focused on the phase of occupational safety and health management system establishment, complete occupational safety and health management practices set up which scored the highest as the most important factor (20.56%), followed by PDCA circulation mechanism factors (19.70%) and regulatory processes censorship factor (16.45%). The study shows that when establishing an occupational health and safety management system, a company should begin with developing a management plan and measures, then establish management directives, set up the relevant processe, inspection and evaluation tools; at the same time, follow up the PDCA cycle mechanism which emphasized by OHSAS18001 and TOHSMS to build up a integrated occupational health and safety management system in organizations.
