The development network leads the crowd and traffic and generates impact on the ecology. The development of the eco-tourism industry is the fundamental idea for current local and abroad ecological protection measures; generally it lacks a specific development evaluation model which provides ecologically sensitive areas and a local development network. Thus, there is often a lack of a study model for ecological impact assessment when it comes to leisure and tourism industry development principles. A balance in between these two dilemma issues of both ecological protection and local industrial development is a must to get sorted out and this research aims to find the effective solution on balancing ecologically sensitive areas and the development of local industries. The local people, conservation groups, scholars, experts and the government parties are the top priority agents to get reference from. This research consists of three parts, first, to review the impact on the bird habitat of ecological tourism basic theory and road development, followed by a study on current crowds and traffic on the region's network as well as other observations for a better circulation flow model for crowds and traffic, this is to form assessment studies on the network development patterns of the different effects on the distribution of birds in the ecological habitat, finally there is the study of the development on wetlands and a proposal for the most suitable network development program to reduce the impact on its ecology. The key technology of this network development Assessment Model is to implement Space Syntax Software and to set a prediction mode on monitoring the crowd and traffic distribution for the development network. Together with the case study which has analyzed the impact on bird habitat after the evaluation on development network as well as the clarification on the possible impact on waterfowl habitat, a best solution will be implemented for all. In order to achieve the sustainable development objective, the result of this research is vital to form a solid proposal for future wetland eco-tourism development.
