Summary:碩士 === 亞洲大學 === 休閒與遊憩管理學系碩士在職專班 === 104 === It depends on the grassroots government agencies their governance effectiveness to implement the tourism industrial policies, our district or township office has an important role in this as the grassroots governance government agencies.It’s not only has the legal authority and political government resources , but also has the great power to launch and integrate the social resources.Township or district office leader as an elected or appointed may affect the performance and effectiveness of tourism governance at the local level.The question here needs to be further clarified in this study.In this study,it takes the tourism governance experience before or after restructuring in Taichung City Da-Jia District office for an example, trying to compare the influences on the local tourism governances before and after. There are three purposes of the research, one is to namely clarify the district office’s promotions of local tourism norms, another one is to sightseeing district office management as a comparison before and after the reform and restructuring compare, and the other one is to discuss on the affection by district office after restructuring. After in-depth interview with the officials, tourism groups, community organizations and residents in Dajia, this study found that the restructuring of the district office governance in tourism is subjectively narrowing on the financial and personnel rules of laws. However, the governance actions on tourism are even more extensive on network links, public- and private partnership and resource integration. To sum up , the actions of district office governance on tourism still depends mainly on positive attitude of the administrator's performance. Therefore, the psychology of grassroots governance officers on restructuring is still greater than the institutional environment. It is proposed to strengthen the grass-roots public officials the governance-related training. Second, the Taichung City Government should actively authorized district office. Third, consider re-elected mayor of recovery.
