Parents want to win at the starting point for children, so children receive early English education. Many have advocated strengthening the national primary school English teaching. However, in the class teachers must face a large number of students who come from different families, and socio-economic background, so learning ability is inconsistent, children with different levels often cause the teacher in teaching dilemma. Therefore, how to take care of both and to ensure teaching quality have become an important task of the teacher. Construction of student test scores language management system is easy for teachers to master learning effectiveness analysis of student learning conditions. In this study, by the integration of cloud technology and database, the morning English class student achievement and academic performance data are establish into a database, where teachers can easily input and query class student achievement through the cloud technology, teacher, and learn the effectiveness of teaching to improve teaching direction; and parents can feel free to browse the child's academic performance, so parents and teachers establish channels of communication. Whereby the management system, it can create a win-win situation "teach" and "learn", as well as assist in the implementation of school administrative units to grasp the effectiveness of morning English teaching.
