In the early conservative society, Taiwan students always wore white shirts with blue skirts and pants, or dressed in like the military khaki uniforms. People were seldom concerned with wearing comfort. Nowadays, with advanced technology, all kinds of functional fabric applied to various areas in everyday life. We can use moisture wicking fabric, warm clothing, insect repellent clothing, anti-static clothing… and so on. When people are placed in indifferent environments or meet some special needs, they always have more comfortable clothes than they did in the past. Through related literature as well as the school uniform procurement agreements of under senior secondary schools, the study summarizes criteria dimensions by means of Kawakita Jiro Method. The principal criteria are divided into “reputation of the provider” and “clothing quality.” Then by each of the two, the study enumerates secondary criteria, such as price, service, source of functional clothing fabric, comfort, color fastness…etc. The questionnaires are made based on Analytic Hierarchy Process (AHP), and aiming interviews in students’ parents, school procurement personnel and clothing providers for this study. Then the study calculates the priority of each criteria in each group. The study has found that three groups of experts agree the score of “reputation of the provider” is the highest, and the score of “clothing quality” is the second. Further to this conclusion, it should be caused by the rules of the Government Procurement Act.
