| Summary: | 碩士 === 世新大學 === 國際廉能治理碩士在職學程 === 104 === The mechanism of the anti-corruption platform is promoted actively by the Agency Against Corruption recently, and this platform can ensure the public servants to perform their duties without worry, the companies to safeguard the reasonable rights, and the citizen to obtain the good quality public construction.
This study is based on the perspective of the policy learning, and the results indicate three important findings. First, the Ministry of Transportation and Communications learns the mechanism of the anti-corruption platform by the field observation, the experience change, and the special report from previous anti-corruption platforms. Second, the successes of anti-corruption platform is caused by the support from the executives, the cooperation among the unit colleagues, and the rich resources. Third, the most crucial factor is the support of the heads of the agencies.
In addition, this study presents the several recommendations on the policy according to the results. First, units must get the recognition and support of the head of the agencies actively, to obtain the relevant resources and assistance. Second, the anti-corruption platform must focus on the issues which are concerned by the public or the business units to earn their resonance. Third, the anti-corruption platform must be integrated across the agencies. Fourth, by more resources and assistance from the Agency Against Corruption and the superior Government Employee Ethics Units, the anti-corruption platform will be much more effective.
