碩士 === 國防大學政治作戰學院 === 政治研究所 === 104 === As a result of adjustment of China-related policy, there are more frequent and positive interactions across the strait. These new interactions not only maintain the peace between China and Taiwan but also create a new historical pattern of cross-strait relationship. However, it is not deniable that infiltration, subversion, and sabotage are happening under the peaceful cover. The better the risk management is, the stronger the confidentiality of important information will be. In this thesis, we construct a new system and mechanism on risk management of defense-related intelligence which makes the information security ensured in the military. First, we analyzed the present confidential information control and risk management in Taiwanese military based on modern risk management framework. We used the recently spy case to define and understand the key problems the troop faced in present risk management in the military. Second, based on "Air Force Risk Management Manual," other official documents, and relevant theory of risk management, the research is focused on introduction of six-steps of confidential information control including the production of confidential information, procedures of confirmation, storage, management, and destruction process of expired documents. Finally, we study all the data and construct the patterns of spy case and provide the strategic suggestions for further practicing.
