There are three kinds of variables including input variable, output variable, and carry-over variable. The input variables are the labor, capital, and energy consumption, undesirable output variables are greenhouse gas eimissions and emissions of sulphur oxides, and a desirable output variable is GDP. The carry-over variable is gross capital formation. The empirical results show that the dynamic DEA model can measure environmental efficiency, and provide optimum improvement for these inefficient countries. More than half of the EU countries should improve their environmental efficiency. By the way, the average overall scores of the EU countries points that this better period of the performance is from 2009 to 2012.
