Most of the teachers, however, are still
perplexed and learning, for the methods proposed are unable to support teachers to realize each component.
For these reasons, the study adopted KJ method to categorize and sort the collected literatures and determine the rationality of the framework through focus group and Delphi method. Finally, the weighted values of aspects, types and components were established by the analytic hierarchy process. Finally, the result revealed that among the information literacy of information teachers and the importance differences, professionals and scholars believed the items in categories of teacher literacy and idea are the most important items in overall weighted values unanimously.
