Consequently, it also has significantly impacted on the upstream supply chain of passive protection component manufacturers who must fight for their products and find any applicable growing market. As driven by the market requirement for energy saving, smart security, convenience and comfort etc., the market size of automotive electronic system has been growing accordingly. Therefore, electronically passive protection component manufacturers in Taiwan have been actively working towards the development of automotive electronics market, but also aggressively building ISO / TS 16949 quality management system for automotive industry in order to meet the mandatory requirements of automotive customers. This research takes a domestic passive protection component manufacturer as the case example. Analysis on rationality of its steps to establish the system, and how much the established system contributes to enhancing the efficiency of the organization is performed via literature research, cross verification on the theoretical framework of enterprise management, and case company’s lead-in ISO/TS 16949 practice process. In addition, a survey, based the “Process and Enterprise Maturity Model" (PEMM model), is conducted on the lower, medium, upper-level management executives of the case company for the purposes of : a. finding topics remaining in the management system, b. making recommendation to optimize the system flow, c. for reference at other enterprises during introduction of ISO/TS16949 quality management system. The research results indicate that case company has taken a system building process which meets the need of case company’s own operational management, and meets the requirement of ISO/TS 16949 system. The index for evaluating the performance, which is mainly leading indicators, displays that organizational efficiency of the case company has been steadily growing during the past five years. However, PEMM mode analysis results indicate that case company shall not be able to continue generating high performance. More training is recommended for improving the insufficient portions.
