Summary: | 碩士 === 國立臺灣科技大學 === 建築系 === 104 === Public housing is a short-term period dwelling for certain identities, teenagers, and people who don’t have a house. The outsourcing method of property management of Taipei City Government doesn’t meet the market needs and its operating fee doesn’t balance in income and outcome. However, there are 50,000 dwelling units under developing. Thus, the aim of this study is studying different types of property management (PM) model of the condominium, evaluating and comparing the performance of different types of management models of condominium and design a property management model which acts as a conceptual framework for future public housing. The literature review, case study and expect interview methods are adopted in this study. In-depth exploration of operating difficulties which affecting the implementation of the management model are extracted. The PM personnel of public housing should be hired to meet its safety needs and to enhance living with low-cost, in order to achieve economic benefit. The results are as following:
1. Comparison of different cases in PM models: DaLungDung and HuaiSheng public housing belongs to a single ownership and its PM models are “fully outsourcing” and “partially outsourcing”. The Xizhi, Zhongshan and Wenshan apartment buildings belong to a private multi-ownership. First two housing’s PM models are “outsourcing to assist” and the other is “hiring personnel yourself”.
2. Performance assessment of different models: The “hiring personnel yourself” model has a good performance in administration, security and cleaning, because its personnel assist many jobs in times. Both “outsourcing to assist” and “partially outsourcing” model have a good performance in administration and maintenance, since they outsourcings the service in different profession and in regional, in order to lower its expense and higher the service quality. In the base of input-output standard, hiring service personnel as essential, providing diversity service and manage the property structurally could enhance overall PM quality.
3. Designing the PM model of public housing: the research suggests local government to adopt “outsourcing to assist regionally” PM model. It should outsourcing the on-site service to a PM company and maintenance service to different company in its profession. In performance evaluation, 10 building of DaLungDung public housing are simulated. Each public housing can lower its expense from 4.9 million to 3.6 million; overall, it could reduce about 27.2% of PM expenses in a year.
