By analyzing the existing studies and one-handed data, such like news column, the conclusion was led to the man who resulted the fraction of Navy, Kato Hiroharu, Chiefs of the Naval General Staff, was the most responsible to the politicization of IJN. He used the“70% ” theory as his weapon to expand Navy’s political influence, although his effort was successful, the result of the military building was nothing but crossing the Rubicon toward the war against U.S.
