There is a general perception that fundamental market forces may determine cybersecurity workforce in private sectors but government employers may find it difficult to hire enough cybersecurity professionals. Through the practicing process for tackling the shortage of cybersecurity professionals within Taiwan, this article firstly analyzes the main problems existing in recruitment of cybersecurity professionals.Secondly, it illustrates the experiences of how the United States, Mainland China, Japan and South Korea protect their cybersecurity and compares the government’s hiring process with each other. Finally, based on national significant strategy, suggestions on cybersecurity professionals cultivation which refer to legislation, innovation of organization, promotion of public-private partnership and more flexible recruitment and management to build new circumstances for security works were proposed.
