With village heads in county-controlled city B and community development association and relevant business undertaker of community as subjects, this study adopts the semi-open qualitative study to conduct in-depth interview, and the study findings are as follows: 1. The current situation of interaction between village head and community development association: it is found from the researchers’ interview that the interactive relationship between the two parties is not good at present, and they implement the perspective business and fail to carry out the policies related to community construction. 2. Reasons for poor interaction between village head and community development association: the poor interaction between village head and community development association is caused by: (1) lack of village heads; (2) the business of village head is complex to easily give rise to negative attitude; (3) selfish departmentalism; (4) restriction of political stand of village head; (5) lack of cognition of act charge; (6) failure in the implementation of community construction. 3. The feasible strategies for relieving the poor interaction between village head and community development association: the relevant countermeasures based on three dimensions are proposed to resolve the poor interaction between two parties: 1) village head: (1) improving the awkward situation of insufficient man power; (2) simplify working process, pay close attention to the public-oriented administration and increase working efficiency; (3) activate the village head knowledge and skills and intensify in-service education; (4) strengthen the function of village head to serve community construction; (5) promote the seeding training of village head in community construction; 2) community development association: (1) intensify and promote the villager awareness and community awareness; (2) intensify the functions of community development association; 3) Others: (1) the interaction between village head and community development association is assessed by the leaders at the upper level; (2) there should be a mediator between village head and community development association, and other feasible strategies. Based on the results, this study proposes suggestions for service department (B City Office), civil administration class, village head of service unit, community development association, undertaker related to community business and future researchers, which can be used as efficient strategic reference in interactive relationship between village head and community development association.
