Literatures, related to disaster prevention and mitigation, showed that most of the kinds of disasters are local; therefore, the respondent process of disaster prevention and rescue must be built on the basis of local activities. This study organized the network relations of disaster resistant communities in New Taipei City, Taiwan, and diagnosed issues of organizational construction and operation of these communities, trying to make political suggestions. To further understand the problems that disaster resistant communities have faced in their promotion process, this study analyzed literatures, official reports, and also conducted participant observation and in-depth interview. The findings of organizational model and operation management of disaster resistant communities are as follows: 1) the organized members of disaster resistant communities are mostly from existent organizations through adjustments or different organizations through integrations so that forming interpersonal trusts and collaborative regulations is important to fortify these communities. 2) Organizing is based on the division of tasks, and their functions are the same in spite of the different titles. 3) After establishment, the communities are managed on their own. 4) The communities possess functions of pre-disaster preparedness and emergency response works under the pre-organized network organizations, while the post-disaster reconstructions are hosted mostly by public sectors. 5) There is still room for improvement in comparison with CBDM. Findings from network community governance are as follows: 1) the administrative departments are the main body of the cases promotion in New Taipei City that the village chiefs are the most important leader on promoting disaster resistant communities, and there is a interdependent relationship between private and public sectors. 2) The communities adopt guided participation that members’ involvement and works are set in advance. 3) The City Government is the main pioneer in developing network relations in the communities, and the network governance will be transferred to the communities after members gaining trusts. 4) There is still room for improvement in comparison with the ideal network organizations of disaster resistant communities. According to the findings, this study made political suggestions as follows: 1) establish united platforms of network governance of disaster resistant communities to introduce local forces and offer exchanges of information, resources and targets. 2) It’s important to set incentive mechanism by planning bottom-up authentication and top-down accreditation, or non-funded grants, such as award praising, to make enthusiasm and identification rise in the communities, and transfer their participation into human-centered type. 3) Inside skilled personnel and non-governmental resources are needed to be continuously extended and brought into the interpersonal network in the communities. 4) Enhance peoples’ consciousness of disaster prevention continuously through publicity and education, and build up a civil society.
