Summary: | 碩士 === 國立臺北大學 === 公共行政暨政策學系碩士在職專班 === 104 === This research mainly discusses the growing concern attributed to local autonomy and how the government make its decision more democratic by listening to public voice and taking the opinion of both interested parties into consideration in the process of decision-making, due to the growing awareness of civil consciousness. Take " Mayor and Li-Chiefs Municipal Forum " for practical case study, I wish to examine the aspects in execution left for improvement through presenting its development in different stages and the evolution of its functioning process. Moreover, I wish to understand the core problem of the current functioning system and its connections to local autonomy by analyzing and digitizing the profound interview of the policy-executing government functionaries and the borough president, according to which constructive suggestions are made as references for related institutions.
The result of this research shows the distinctive difference between the " Development Forum of Area and Li" held by Hau Lung-pin, the former mayor of Taipei city, and the " Mayor and Li-Chief Municipal Forum" held by Ko Wen-je, the present mayor if Taipei city, and confirms that some practical problems are effectively solved by the current system, which therefore attributed to the effectiveness of local autonomy in Taipei city.
Through analyzing related cases, this research raises the following suggestions:
1.For Department of civil Affairs Taipei city Government:(1)Execute and complete the proposals-evaluating system.(2)Raise the decision-making power of the pre-meeting host. (3)Thoroughly execute the "Mayor Hotline" system. d. Pass the " Self-government ordinances of Li-Chief" as fast as possible.
2. For borough presidents and related institutions: a. Set up proposal-management system. b. Alter the organization culture of administrative units. c. List cases failed in execution to avoid repeated proposals.
