And, how to utilize IT aligned with business goals is one of the important assignments of chief information officer (CIO), that is concerned by business leadership. Business recognized that business resources and IT need to be well aligned to achieve organizational goals. Year by year, CIOs still recognize business and IT alignment as a key challenge of IT executives. The research of alignment has been matured, there is still lack of theoretical foundation on alignment. The study developed a model of “operational alignment” and IT business value which addresses the social perspective between business and IT with the aspects of interactions between IT and business at non-strategic levels, such as in daily operations of business involving regular staff. Base on social capital theory (SCT), the study explains how alignment affects IT business value and organizational performance, and examined why “relationship” is insufficient to strengthen alignment, and discloses how the social capital between business and IT units drives alignment, then effects on IT business value. The study received data from 161 questionnaires confirms the significant impact of operational business and IT alignment. That's composed by social capital and business understanding of IT, then to impact on IT utilization, IT flexibility, and organizational performance. Base on the study results, SCT is a valid theoretical foundation to understand how business and IT alignment works. There are 3 suggestions base on the study: 1. Regarding IT service quality, operational alignment is as important as strategic alignment. 2. Management needs to concern on the aspects of operational alignment beyond communication through knowledge, trust, and meeting. 3. Regarding the governance of business-IT alignment, IT utilization and IT flexibility are the appropriate intermediate goals.
