Newbert (2008) believes that a company should combine the resources and capabilities to gain competitive advantages. However, in a highly competitive business environment, successful companies have valuable and scarcity of resources do not mean these companies can continue the existing advantages in the future. Organization must be able to flexibly in the use of its resources, or they will lose the opportunity to change. In addition, the organizational inertia is also the obstruction that let companies cannot act decisively and see the change of the external environment. The organization has to not only concern about the internal resource commitments, but also learn from the external partners. Therefore, the study discusses the influence of the resource commitment of companies on the organizational inertia within the enterprise, the learning relationship outside the enterprise, and the impact of the competitive advantage. With quantitative research on the domestic manufacturing firms, a total of 700 mailed questionnaires, 289 questionnaires were recovered, of which 255 valid questionnaires; the recovery rate was 36.4%.
