In recent years, the Government and people began to face up to environmental pollution remediation issues. The An-Shun Plant, locate in Tainan, have produced many chemicals for a long time, causing the local soil, water and other environmental pollution and health hazard of residents. China Petrochemical Development Corporation (CPDC) has already remedied the local environment and soil since 2008, but the progress of pollution remediation still lagged behind, What difficulties they mired in?The purpose of this thesis was to discuss stakeholder's relationship of interaction through the perspective of collaborative governance, and tested whether the theory of collaborative governance applied to the case of An-Shun Plant was compatible or not.
This thesis focused on discussing three research problems. Firstly, understood the developmental context of the An-Shun Plant, and attempted to find out the difficulties by literature review. Secondly, the author quoted from the research of collaborative process written by Thomson&Perry&Miller(2007), through the analysis of preliminary interview to established the most correlative dimension of “collaborative process conditions”, and then induced the dimension of “case of characteristic” from literature review, and examined the opinions by deep interview with correlative stakeholders to test the dimension of “factors of practical collaborative governance ”. Finally, according to the empirical result, discussed whether the theory of collaborative governance applied to the case of An-Shun Plant was compatible or not.
Thus, the conceptual framework would test whether the dimension of “collaborative process conditions” and “case of characteristic” may influence the dimension of “factors of practical collaborative governance” or not. According to the empirical result, discovered the stakeholder's standpoints were oppositional, so they were hard to achieve collaborative act: (1) “authority of office” would influenced “form of power”, and external conditions of “legal institution condition” was important; (2) factor of “coordination” and “information transparency” would promoted “mechanism of connection and coordination”; (3) “influence of the third sector” insufficient would influenced “member of complementarity”; (4) factor of “common decision making” and “consensus” were absent would not achieved “optimization decision making”; (5) no “representativeness problem” generated; (6) “application of Remediation technique” would be an external conditions. Further, there had another two empirical discovery: the theory of collaborative governance would not applied to examine stakeholder’s relationship of interaction in this case; if a theory would applied to a case, must to pay attention to the problem of compatibility.
