The typhoon also caused many settlements outbound traffic disruption in Taiwan, Where several tribes could not even seek external support immediately. Such “isolation effect" situation since Typhoon Morakot, it will become the focus of public concern during the heavy rains. If we can learn the warning value-prone isolation effect of the settlement, we will be able to quickly prepare to evacuate settlements or relief work during heavy rain. Therefore, this study want to investigate the case of islanding mountain village settlements occurred. First, data compilation by collecting information isolation effect incident occurred in Taiwan over the years, and further use of GIS Kriging method estimate rainfall at the time of the settlement of the isolation effect of the event each time. Secondly, collect isolation effect incident and find the reason of isolation effect. Selection occurs more frequently Village for example, investigate roads and bridges outside of this area, from landslides, potential debris flow torrent and landslides effecting area the three parts to explore the occurrence of roads and bridges interrupt, let Village face the heavy rains and typhoons circumstances can make decisions earlier strain in the future.
