It adopts qualitative research methods and collects data by participant observation and depth interview. The criteria of sample selection focused on those children who live in the researcher’s teaching region and meet the definitions of low-income/low-and-middle-income residents in New Taipei City, or receive the life assistance subsidy. In the research, twelve poverty children were interviewed; and listed the results as follows: 1. A nonfunctional family will impact children’s physical and mental developments. 2. Environment and nurture methods of a disadvantaged family will impact poverty children’s learning adaption. 3. Poverty children have more negative, passive, escaping mentalities and behavior in their life. 4. Low socioeconomic status and parents’ criminal behavior in a disadvantaged family will cause higher ratio of poverty children’s behavior deviation. 5. Poverty children will face more challenges in the interpersonal interactions with their peers. 6. Poverty children’s growth experiences and processes cause more various and accumulatively dynamic social exclusions. Based on the results, the research suggests that the Government should not make residual policies to assist poverty children. Instead, the Government should notice the importance of the learning resources besides social subsidy and promote it. Therefore, the guidance of family function for disadvantaged families can be strengthened and complete. The Government should also improve poverty children’s social skills, and raise their self-confidence and self-identity among peers.
