The law has been issued since 1999, the main purpose is to set up a legal basis to let government officials as well as the public authorities to follow when handling procurement issues. The procurement process hence is built on an open, fair and transparent basis. It is applicable to national public authorities and public private bodies,such as the Taipei Mass Rapid Transit Corporation. The Public Construction Commission built the Government e-procurement network to enhance openness and transparency of the government procurement procedure. The manufacturers thus have a platform to know the procurement information, such as bidding target, decision procedure, and tendering Bids received. However, the electronic bid opening process hasn’t been constructed under the e-procurement network. Take Taipei Rapid Transit Corporation for example, the total number of tenders is around 1,000 annually, equals to NT6 billion dollars. Nevertheless, from bid opening, decision process to forms is all artificial. They are being handled through word or excel. The whole procedure cannot be continuous and makes staffs scramble. The study aims to establish and streamline the electronic bid opening process for end user It is expected to provide value and cost analysis for government agencies in the future. Meanwhile, the system is aimed to be the reference for government institution to build system. It can also link with the electronic government procurement network and make data synchronized.
