The Ocean Literacy Scale was divided into two parts, the first part is the Marine knowledge questionnaire,the second part is the Marine attitude scale.First part was based on the seven principles of ocean literacy which was announced by National Marine Educators Association (NMEA). Second part mainly referred to the nine-year curriculum- high grades lesson outline of the Ministry of education segment pointer for reference and adapted it. The high- grader students of Keelung elementary schools were chosen as the subjects of this study. The study used cluster random sampling, distributing 680 questionnaires and there were 640 valid samples. The Statistic results of Marine knowledge questionnaire showed KR20 coefficient was 0.77, degree of discrimination between 0.4~0.6, difficulty below 0.8. The statistic analysis showed three dimensions of the Marine attitude scale, knowing the sea, loving the sea and getting close to the sea. Reliability of three dimensions were 0.79 ,0.85 and 0.83, total alpha value was greater than 0.90. Research results are shown in the following: I.Regarding ocean literacy 1.The average scores of students knowledge questionnaire were 16.71 among 28 questions,the average correct answer rate was 59% for high- grade students of elementary school . 2.Sixth graders scored significantly higher than fifth graders in regard to ocean literacy. 3. Students who spent more time reading about marine science, watching television shows related to marine science , browsing experience website and visiting maritime museums had higher ocean literacy. Ocean literacy were higher for students whose teachers included more marine knowledge topics into their curriculums. 4. Students who liked ocean had higher ocean literacy than those who disliked ocean. II.Regarding marine attitude scale 1. The distribution of marine attitude scale scores of students , " loving the sea " was the highest dimension , followed by "knowing sea" dimension, " getting close to the sea " was the lowest dimension.However, the overall average dimension witnessed a mean result of 3 or higher. 2.Girls showed significantly higher than boys in " loving the sea" dimension. 3. Fifth graders scored significantly higher than sixth graders regarding three dimensions. 4. Students who liked going to beach and going to the beach in the past year more times scored higher in three dimensions of the marine attitude scale. Students who liked cartoon or animation related to the ocean and who liked ocean scored higher in three dimensions of the marine attitude scale.. 5. Students who spent more time reading about marine science, watching television shows related to marine science , browsing experience website and visiting maritime museums had higher marine attitude scale. Students whose teachers included more marine knowledge topics into their curriculums and the advocacy of schools referred to the ocean experience more times scored higher in three dimensions of the marine attitude scale. 6. The primary income of family came from ocean- related industries scored higher in three dimensions of marine attitude scale. Based on the above results, hoping to provide reference and recommendations to marine education researchers and elementary school teachers for enhancing the marine education actually.
