Gang organization crime was considered a major of crime behavior and gangs organization gradually became corporation, the commercialized state and extended to all the various trades and occupations by legitimate shield illegal is engaged in trades of smuggling, firearms, drugs, underground bank, the large-scale casino or gambling house, bid rigging, human trafficking ,money laundering and involves the all kinds of business. For example to involve stock market then influence the public company operation or in order to escape the investigation from the Law enforcement authorities by use political power (election), it already damaged the country overall development. Government always used strict regulation to against the gangs organization though arrested large number of gangsters in the crackdown on organized crime several times, handled the gangs member to surrender and separated from their organization to slow down their illegal activities for a while. But observation of recent years, its influence still exists and huge, its show less effectiveness than expected. This research paper main purpose of discussing and analyzing current Taiwan eliminating hoodlums policy and criminal investigation and prevention policy, and with reference to implementation of the policy direction of foreign governments in the prevention and control gangs of organized crime, in order to construct rigorous dedicated to fight against organized crime organization, to curb organized crime more effective.

This paper carries on the literature review, historical research and the comparison analysis method and searches for the domestic and foreign literatures with empirical data and strategy for Criminal Investigation and Crime Prevention. Introduces Japan, US, England, Germany and Italy and other countries who equipped with the correlation articles of the punishment organization crime legal system and summarize, analyze and discusses the performance and results of the law to prevent gangs organization crime from various countries. And makes an integrity analysis and comparison for the real situation of Taiwan gangs organization crime prevention.
This research paper conformity each comparative analysis result, proposed following conclusion and found our country less to deprive the improper benefits to curb the gangs organization crime. This paper provided six suggestions: Strengthening deprivation improper benefits, strengthen the terms of anti-Mafia code, use of undercover investigation and insider investigation Legalization and focuses on changing the thinking of the criminal policy of the rule breaking prevention performance data of the myth. Hoped the conclusions and suggestions of this research paper will help to revise related policy and legal system of our gangs organization crime prevention in the future.
