By discussing and studying the theories and cases of merging university in Taiwan and around the world, this thesis analyzes the theory and experience to evaluate whether the policy of merging university promoted by the Ministry of Education works or not. Besides, based on the findings in this research, we can bring up some suggestions of improvement on merging university in Taiwan and provide education authorities, the school willing to emerge with others, and people wanting to do the relative research for reference. The results of the study are as follows: 1. The main reason why the Ministry of Education promoted the policy of merging university is to deal with the effects brought by the low fertility, and indirectly integrate the use of educational resources at the same time. 2. The purpose of the policy on merging university is to solve the financial problem, integrate the educational resources and the involved of the government authority. 3. During the process of merging, the traits of the merging schools, the location of the school, the willingness between the schools, and the principles of democracy and publicity should be taken into consideration. In addition, the task of merging should be promoted and carried out by the university itself instead of the government. 4. The current policy on merging university is not only to provide the incentives to the schools and encourage universities to emerge by themselves, but also give the right to the Ministry of Education to integrate universities. 5. The result of merging university in Taiwan is mainly to achieve the goal of integration on educational resources, but it cannot solve the financial problems.
