Such e-commerce business models have improved consumers’ welfare. It is essential for cross-border e-commerce managers to evaluate and select a cross-border e-commerce site for investing in the country. Nevertheless, little or no researchers explored the topic based on the author’s very limited knowledge. Further, the research on site selection has been rather limited in the cross-border e-commerce literature. So, the research work aims to define an analytic framework for cross-border e-commerce site evaluation and selections. The study attempts to make a contribution to the cross-border electronic commerce literature by using the MCDM methods to derive the relationship between the dimensions and criterion. The influence relationships between criteria will be derived by using the Decision Making Trial and Evaluation Laboratory (DEMATEL). The DEMATEL based network process (DNP) will be used to derive the influence weights corresponding to each criteria. The most suitable cross boarder e-commerce site will be evaluated and selected by the VIKOR method. Then, DRSA will be introduced for deriving the decision rules for site selection criteria.
