With the expansion of the government organization, there have been various issues and challenges facing the public office. Due to the development of information technology in recent years, the digital learning industry is therefore on the horizon. If information technology could be well applied to establish a learning environment and mechanism without the limitation of time or locations, it will certainly stimulate civil servants’ learning motivation and enhance their service quality and efficiency. The research subjects in this study are the Tainan City Government employees who have been introduced to the digital learning system. In-depth interviews with 11 employees in the research institute are conducted using the following questions: 1. To understand the acceptability of the digital learning system by the employees in the research institute. 2. To understand the learning effectiveness of the digital learning system by the employees in the research institute. The study results are as follows: 1. There is positive correlation between system acceptability and seniority of the civil servants. 2. There is positive correlation between learning effectiveness and seniority of the civil servants. 3. There is positive correlation between system acceptability and learning effectiveness. Based on the findings and conclusions of this study, concrete suggestions on the curriculum arrangement as well as the use and promotion of the system are proposed by the researcher to offer references to further studies in the future.
